New partnership aims to curb plastic pollution in Cebu City


CEBU, Philippines — Prime Infrastructure Capital Inc. (Prime Infra), through its social development arm Prime Infra Foundation and waste management subsidiary Prime Integrated Waste Solutions (PWS), has partnered with global environmental company RiverRecycle to strengthen efforts in addressing plastic pollution in Cebu City.

As part of the initiative, RiverRecycle has deployed a floating boom system along a major stretch of the Kinalumsan River in Barangay Mambaling.

The technology is designed to intercept floating debris before it reaches the ocean and is expected to prevent around 97,000 kilograms of waste—including more than 13,000 kilograms of plastic—from entering marine ecosystems annually.

“Improper waste disposal, particularly dumping into bodies of water, remains a significant environmental challenge," said Cara Peralta, Prime Infra Market Sector Lead for Waste.

“There’s a lot of work needed in terms of improving waste management systems in the Philippines. Collaborating with RiverRecycle, whose expertise lies in intercepting waste at critical points such as rivers, aligns perfectly with PWS’s mission,” Peralta added.

PWS operates a modern waste management facility in Cebu City, capable of processing up to 1,000 tons of waste per day. The facility emphasizes segregation, recycling, and resource recovery, significantly minimizing landfill dependency and reducing waste that ends up in waterways.

RiverRecycle Founder and CEO Anssi Mikola emphasized the importance of targeting rivers as the last barrier to ocean pollution.

“Once plastics reach the ocean, they degrade into harmful microplastics and become much harder to remove. Rivers represent the final, manageable point to intercept waste," Mikola said.

"Our collaboration with Prime Waste Solutions is particularly exciting, given their industrial-scale materials recovery facilities aiming for near-zero waste-to-landfill,” Mikola added.

RiverRecycle specializes in technologies that not only collect floating debris but also process low-value plastics into reusable materials, offering a sustainable solution to river-borne pollution.

Prime Infra’s partnership with RiverRecycle reflects its broader strategy of developing critical infrastructure that meets pressing sustainability needs across energy, water, and waste management sectors.

Through PWS, Prime Infra also operates two of the country’s only automated materials recovery facilities—located in Cebu and Pampanga—using advanced technologies such as vibrating sieves, magnetic separators, and baling systems to maximize resource recovery and significantly cut methane emissions from organic waste decomposition.
